Request For Proposal

1)  DOES THE PROPOSAL NEED TO BE PRESENTED IN PERSON AT THE DISTRICT OFFICE BEFORE 2PM? 
 
THE SFA WILL ACCEPT AN ELECTRONIC VERSION.  AS THE FILE MAY BE LARGER THAN WILL BE ACCEPTED BY OUR EMAIL SERVER PLEASE ENSURE THAT THE FILE IS ACCESSIBLE VIA EMAIL. 
 
RECIPES AND INGREDIENTS LIST SHOULD BE INCLUDED AND CAN ALSO BE ELECTRONIC. 
 
2)  WHO IS RESPONSIBLE FOR THE FREE AND REDUCE MEAL APPLICATIONS AND PAPERWORK?
 
THE SFA IS FULLY RESPONSIBLE FOR THE FREE AND REDUCED MEAL APPLICATIONS AND PAPERWORK INCLUDING ANY BILLING RECONCILIATION.     
 
PER THE CALIFORNIA DEPARTMENT OF EDUCATION, THE VENDOR MUST NOT OVERTLY IDENTIFY CHILDREN RECEIVING FREE AND REDUCED MEALS.  BASED ON THIS, THE PREORDERING SOFTWARE MUST ALLOW FOR FREE AND REDUCED FAMILIES TO ORDER A FULL PRICE MEAL ON ACCOUNT WITHOUT OVERT IDENTIFICATION AND PROVIDE THE DISTRICT WITH A REPORTING FUNCTIONALITY TO COMPLETE OUR INTERNAL RECONCILIATION. 
 
3)  IS THE CONTRACT FOR A VENDED MEAL COMPANY OR A FOOD SERVICE MANAGEMENT COMPANY?  IS THE PROCUREMENT SOFTWARE ALLOWED TO BE INCLUDED IF THIS IS A VENDED MEAL COMPANY?
 
PER CALIFORNIA DEPARTMENT OF EDUCATION, THE PROCUREMENT SOFTWARE CAN BE INCLUDED IN THE COST OF THE VENDED MEAL AND BE PROVIDED BY A VENDED MEAL COMPANY.  THE REQUIREMENT IS THE SAME AS IN QUESTION TWO WHERE THE SOFTWARE CANNOT OVERTLY IDENTIFY FREE AND REDUCED PRICED CHILDREN.  THE DISTRICT WILL PROVIDE CUSTOMER SERVICE FOR PARENTS REGARDING ORDERING AND BILLING QUESTIONS.  THE VENDOR WILL PROVIDE THE SOFTWARE AND BILLING SYSTEM. 
 
THERE WAS ALSO SOME INADVERTENT REFERENCE TO FOOD SERVICE MANAGEMENT COMPANY IN ONE VERSION OF THE RFP.  THIS FOOD SERVICE MANAGEMENT COMPANY REFERENCE WAS CORRECTED BY REPLACING ANY FOOD SERVICE MANAGEMENT COMPANY REFERENCE WITH VENDED MEAL SERVICE COMPANY.  ALL OTHER LANGUAGE EXCEPT FOR THE TITLE OF FOOD SERVICE MANAGEMENT COMPANY REMAINED THE SAME. 
 
4)  WILL THE EMPLOYER RELATIONSHIP WITH ALL ON-SITE STAFF REMAIN WITH THE SFA?
ALL EMPLOYEES REMAIN EMPLOYED BY THE SFA AND NOT THE VMSC.  THESE EMPLOYEES ARE UNIONIZED AND WILL NO STAFF WILL BE DISPLACED BY THE VMSC. 
 
5)  WHAT USE OF COMMODITIES IS EXPECTED?
THE SFA PARTICIPATES IN THE USE OF COMMODITIES AND IS INTERESTED IN USING AS MUCH OF THE COMMODITY ALLOCATION AS POSSIBLE TO SUPPLEMENT FRESH FRUIT AND FRESH VEGETABLES AS A PRIORITY. 
 
6) WILL THE SFA CONSIDER NOT ALLOWING THE "CHEF SPECIAL"  OUTLINED ON PAGE 33?
THE SFA IS INTERESTED IN PILOTING AT LEAST ONE SCRATCH COOKED MENU ITEM WITH MINIMAL PROCESSED INGREDIENTS.    THE DISTRICT WILL CONSIDER WORKING WITH THE VMSC TO HAVE THESE ITEMS PREPARED BY THE VMSC AND ADDED TO THE MENU PREPARED BY THE VMSC. 
 
7)  DURING THE CURRENT SHELTER IN PLACE REGULATIONS THERE WERE ADDITIONAL LABELING AND SERVING OPTIONS REQUIRED TO MEET THE REGULATIONS.  DOES THE SFA HAVE SPECIFIC REQUIREMENTS?
 
IF SCHOOL SITES ARE UNABLE TO SERVE MEALS IN A STANDARD FASHION, ADDITIONAL LABELING AND SERVICING OPTIONS WILL NEED TO BE AVAILABLE TO ACCOMMODATE THE REGULATIONS.
 
8)  DOES THE SFA REQUIRE THE VMSC TO PROVIDE ANY ADDITIONAL EQUIPMENT BEYOND MEAL PACKAGING, NAPKINS, TRAYS, UTENSILS AND CAMBROS?
 
THE SFA DOES REQUIRE THAT VMSC PROVIDE ALL SERVING PACKAGING, NAPKINS, TRAYS, UTENSILS, CONDIMENTS AND STORAGE TO MAINTAIN THE APPROPRIATE TEMPERATURE UNTIL THE MEALS ARE SERVED.
 
9)  WHEN WILL RESPONDENTS KNOW IF THEY HAVE BEEN AWARDED THE CONTRACT?
 
THE COMMITTEE WILL REVIEW THE PROPOSALS AND REQUEST INTERVIEWS VIA ZOOM WITH THE FINALISTS.  THE COMMITTEE RECOMMENDATION WILL GO TO THE BOARD ON MARCH 11 AND THE FINAL CONTRACT WILL BE PRESENTED TO THE BOARD ON APRIL 25 FOR APPROVAL.
